Update on Minimum Energy Efficiency Standards in the Private Rented Sector
The Scottish Government had been planning to introduce Minimum Energy Efficiency Standards (MEES) in the Private Rented Sector (PRS) in 2021 with the aim of all properties reaching an EPC rating of E by 2022 and then a rating of D by 2025. However, in early 2021 the Scottish Government decided to withdraw their proposals with a view to carrying out further consultations. While this has given landlords reprieve for the time being the Scottish Government's Heat in Buildings Strategy published in February 2021 has highlighted their intent to go further than their original plans by stating that they propose that properties with new tenancies from 2025 will be required to have an EPC rating of C and that all PRS properties should reach a rating of C by 2028. At this stage details remain scarce including important information such as what exemptions and price caps (per property) will apply. The outcomes of these consultations are likely be published in 2023.
